Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines (SARAI)-Enhanced Agriculture Monitoring System (SEAMS)

A system that monitors crops in the Philippines from satellite images, information such as the size of the agricultural areas planted to major crops, locations where these crops are planted, growth stage of the crops can be monitored.

Climate Adaptation Effectiveness

The system integrates GIS analysis to strategically identify the best time and areas for crop-specific cultivation and data validation tools from field surveys. SEAMS can be used immediately for crop damage assessment (typhoon, drought, and pests), land use/cover change, vulnerability assessment, identifying possible breeding grounds of major insect pests, and weather conditions in areas without weather stations (Mendoza et al., 2-18; DOST-PCAARRD, 2021). Several sites in the Philippines have been using the advisories on the occurrences of extreme weather conditions.

SEAMS uses free and daily updated satellite images from US and Europe. These satellite images are used for near real-time monitoring of the actual area planted to rice and corn. Other uses of SEAMS include land use change, vulnerability assessment, identification of possible breeding grounds of major insect pests, and weather condition in areas without weather stations.

SEAMS is highly software-based and data-reliant, which makes the training very rigorous. The SEAMS training comes in different phases, and the lessons are progressive. Thus, the MAOs need to be fully committed to the training. The first phase of the SEAMS training includes the basic know-how of using the geographic information (GIS) software. SEAMS uses QGIS because it is an open-source, free GIS software, with competent and up-to-date plug-ins that can be used for various monitoring schemes. With the help of the sustained capacity-building sessions, the MAOs are expected to produce digital maps of their municipalities and barangays (districts) in the first phase of the training.This phase emphasizes the various functions of the software, especially the calculation and data management functions. One of the common feedbacks with this system is that the LGUs can now have a more organized database of the farmers in their municipalities, and they can now create separate maps for monitoring the farms.The second phase of the SEAMS training is more intensive and analysis-heavy. It entails georeferencing, digitizing, and using semiautomatic classification system for flood and land classification. The participants are also expected to produce digital maps of their municipalities and to compute for flooded areas given the available satellite images.The most common feedback about the system is that gathering the images is internet-reliant thus, the program proposed a centralized data-retrieval scheme for the satellite images.On the other hand, the MAOs highly appreciate the system, and they can see where the system can help them in their regular operations (Espaldon et al, 2018, p.147) The system is currently being refined by improving its data gathering protocols through the involvement of farmers and farmer groups. This can be achieved through the encouragement of farmer field reporting. Agricultural information gathered from the ground is a significant input to the generation of crop advisories and forecasts. Social Acceptability

The system needs more than just monetary support; it needs the strong institutional buy-in of concerned agencies, such as the PAGASA, DA, BSWM, SUCs, and LGUs. Without the support of the DA to mainstream SEAMS as one of their new monitoring protocols, it would have been hard for the team to train MAOs and to help them to appreciate the functions of the system. With the help of the DA in mainstreaming SEAMS in various regions, the only entry point the project needed was to present the program and show where the MAOs can come in. (Espaldon et al, 2018, p.149) One output of SEAMS is the crop damage assessment in Nueva Ecija rice farms right after typhoon Lando. The assessment provided the Department of Agriculture Operations (DA Operations) clearer figures of the damaged areas, and the areas that can still be replanted with rice. SARAI has been rolled out in Region 4B, Zamboanga del Sur, Tuguegarao City among others.
