MOSES is a tablet capable of receiving real-time weather and flood information reports from PAGASA and Project NOAH, which LGUs, down to the barangay level, can access for accurate decision-making to prevent massive destruction and casualties. The MOSES tablet is best used not during a disaster but for advanced planning against the impacts of natural hazards. (Lagmay, 2014)

Each tablet cost around US$350, he says. But they are working to bring down the price before the tablets are actually rolled out although it is too early to tell how much the final price would be.
Technical Feasibility
Also, local governments will need to invest in internet connections with speeds of 3 Mbps or higher. However, many rural areas especially the most vulnerable ones where the tablet will be most useful do not have access to high-speed Internet. A study by Carillo et al. (2022) on the usability of MOSES revealed that effectiveness is high but ratings for learnability varied with ease of use receiving a low rating.
Social Acceptability
DOST distributed 150 tablets to LGUs in Metro Manila. There is no publicly available information on the receptiveness of the LGUs on the technology. DOST-Project NOAH aims to get all 42,028 barangays in the Philippines to avail of these tablets. (Lagmay, 2014)
