The solution enhances the adaptive capacities of local communities in identifying social vulnerabilities and promoting awareness of hazards and constitutive geographies and impacts. Systematic spatial information integration in every level of decision-making ensures that affected communities increase their resilience (Martinez and Placino, 2015). Other local knowledge in spatial and land-use planning can mainstream climate change adaptation in local development plans and processes (Tanhueco, 2014).

Economic / Financial Effectiveness
The elaboration process of preparing the B-DRRM plans is costly since it entails producing hazard maps at the barangay level and the conduct of workshops. For instance, only 8 out of 12 barangays for this case study were covered through the funding of UNDP since conducting workshops in less accessible areas will be more costly. Byskov (2020) emphasized that the first, practical challenge of local knowledge adaptation is the constraints that limit the inclusion of local communities, including lack of time and financial resources as well as the uncertainty and availability of reliable data.
Technical Feasibility
This process required the production of hazard maps at the barangay level by experts and consultants from the Mines and Geo-Bureau. It also involved mapping the social vulnerability of barangay communities through a series of workshops which were organized by the municipal planning and development office.
Social Acceptability
The B-DRRM plans contributed to the revision of the Municipal CLUP. However, developing such a plan has considerable costs which can prevent LGUs from replicating the same process. External support is necessary. Integration of local knowledge in B-DRMM plan formulation is also challenged by the normative constraints of socioeconomic inequalities and marginalization of minority groups which affect the ability of these groups to express their knowledge in participatory planning (Byskov, 2020).
