Mainstream DRR and CCA into local planning processes

Utilizing the Science and Policy Framework (SPF) to mainstream disaster risk reduction and climate change adaptation into local plans

There are 7 components in the SPF implementation: Component 1) Create Core Team (CT), Communication and Data Sharing Protocol (CDSP), and Technical Working Group; Components 2 and 3) Hold Workshops to Identify Climate Change Event Characterizations, Mission Vision and Objective Setting; Component 4: Undertake Climate Change Vulnerability/Sensitivity Analysis (4.1 Understand impact of the increased/extreme rainfall on the elements at risk in the City and 4.2 Understand alteration to surface cover leading in creating Urban Heat Islands); Component 5: Understand the scope of GHG emissions and identify opportunities for reductions; Component 6: Set Overall Goals; and Component 7) Prepare Development Sectoral Plan based on LCCAP.

Climate Adaptation Effectiveness

Results and findings from using the SPF allowed recognizing the impact of each CC-related event to the CC priority areas under each specific development sector. In fact the level of impact is considered to formulate the strategies to resist this impact by each CC-Priority Areas. It was done by defining Programs, Projects, and Activities (PPAs) categorized by City Development Sectors with corresponding personnel responsible, budget, and time frame.

Implementing this solution will entail some considerable costs since data gathering, and numerous workshops and meetings must be conducted. It also needs experts since SPF is highly technical. Capacitating the political support for localized adaptation and a sufficient expert pool dedicated to the adaptation of SPF will be economically challenging in conventional LGU practices.

It has to be noted that SPF is a technically-oriented document that can be used by the technical person/expert assigned or involved in preparing Development-Sectors based LCCAP, in coordination with other LGU staff and relevant authorities in the country...A formal training program is required to provide knowledge on how to assess the threat level and the adaptive capacity of the institutions/personnel against CC Phenomena. Further, strategic planning workshops were also needed to identify CC Phenomena impacts to the CC Priority Areas within five development sectors...Proper training should be given to the direct and indirect stakeholders involved in implementing the SPF in the form of workshops and/or seminars where the technical experts are involved in conducting this training. To use SPF, one of the skills needed is GIS as it was used to process acquired pertinent data to analyze climate projections and develop spatial strategies for decision making.

Social Acceptability
High

Effective stakeholder engagement and political will were evident in the case study area which allowed the proponents to complete the seven components of the SPF. Findings from using the framework were used by the Quezon City government to develop their Local Climate Change Action Plan.
