Sudden-onset events like tropical storms, flooding, and earthquakes often lead to displacement; while slow-onset events like rising sea levels allow time for voluntary migration decisions [3]. The ability to migrate, however, depends on mobility and resources where the most vulnerable are not necessarily the ones who would opt to move [1]. Floods usually displace families, mostly informal settlers in urban areas, who then are evacuated to covered courts, community halls, churches, and schools. These places lack space and facilities leading to health, privacy, and safety issues for evacuees [5]. The Alternative Temporary Shelter System (ATS) can be a solution to these said issues. ATS "is a range of substitute solutions that immediately address the shelter needs of affected populations in the initial stages of disasters to guarantee human dignity and sustain family and community life."
